PROBLEM TO BE SOLVED: To effectively decompose harmful substance (dioxins, furan, coplanar PCBs or the like) contained in a solid such as ashes in order to make it harm less. SOLUTION: Many pieces of reaction tubes 3 are arranged in a casing 2. The reaction tubes 3 are constituted of cylindrical electrodes 3a and linear electrodes 3b and ashes containing dioxins or the like is housed in the reaction spaces 3c. Pulse voltage of high voltage, in which pulse width being half- amplitude level of voltage is extremely short, is impressed between both electrodes 3a, 3b by a pulse power source 10. Therefor, plasma caused by discharge is generated between both electrodes 3a, 3b. Electrons of high energy are generated by this plasma and allowed to collide with the molecule of gas and a radical and ozone are generated. The radical and ozone decompose dioxins or the like by a radical chemical reaction and a chemical reaction. Therefor, dioxins or the like contained in solid such as ashes are decomposed and made harmless.
