PROBLEM TO BE SOLVED: To provide an access control system to a television viewing service providing function in television control applications for efficiently managing an access right.;SOLUTION: A television receiver 100 comprises; a television reception display section 101 with a television broadcast reception and display function; a communication section 107 capable of communicating with a communication server 110 on a network 108; and a television application control section for downloading software for controlling the television broadcast reception function and storing/executing it. Through the configuration above, a television broadcast station 111 broadcasts access right information included in broadcast data, which are downloaded in the television receiver 100 to permit access to the television reception display section and to particularize a television application for the provision of a television viewing service, and when the television receiver 100 receives the television viewing service, the television receiver 100 executes the service after checking whether or not the access right is available in the television application 105.
