PROBLEM TO BE SOLVED: To process garbage having a large volume to garbage having a small volume in a short time, process garbage with smaller energy and easily store the processed and regenerated product. SOLUTION: Reduction of volume is achieved by 'Agitation and heating processing' (referred to as dynamic processing) using 'a resource collection car'. A 'short time storing container' capable of being transferred and freely distributed to the required place is employed. This container utilizes the natural static processing force as large as possible to reduce the energy necessary for processing and regeneration while storing the product.
