PPROBLEM TO BE SOLVED: To provide an acquiring and refunding method for the construction and operating funds for a power generating facility to allow any undertaker having not a sufficient fund to support construction and operation of a power plant of close-to-region type, supply the power at a low cost to the investors as those who have demands in the region, and take a requisite countermeasure to the secular changes. PSOLUTION: The undertaker to release the information about the business contents and conduct the power selling business upon constructing a power generating facility must at first acquire necessary elements such as the construction and operating funds for the power plant, land, fuel and machinery, staff, etc., and therefor he sets the bills or equivalent credit giving unit in accordance with the evaluated value of the offered contents of any individuals, a body corporate, etc., able to provide a part or the whole of the described elements, gain the fund by selling the bills, etc., to the power consumers including individuals and any body corporate possessing the apparatus consuming the power in the surrounding region of the power plant to be constructed, and gives a discount of the charge as a bonus to each purchaser in the possessing period till refundment of the offered fund in the case they purchase the power from the undertaker in accordance with the value of the bill or equivalent credit giving unit.
