PROBLEM TO BE SOLVED: To provide a cavity-preventing type reactor which prevents formation of a cavity due to shrinkage of the volume caused when monomers are polymerized during rotation and which requires no additional injection process of monomers, and to provide a method for manufacturing a plastic optical fiber preform using the reactor. SOLUTION: The cavity-preventing type reactor includes a feeding part 10 equipped with a reaction material inlet 11 to introduce the reaction material to the whole reactor, a reaction part 20 having a barrier wall 32 between the part 20 and the feeding part and having a passage 21 connected to the feeding part and formed in the center of the barrier wall, and one or more cavity blocking structures 30 disposed between the passage of the reaction part and the reaction material inlet of the feeding part. The cavity blocking structure 30 is disposed to prevent cavities produced from the space of the reaction material inlet of the feeding part during rotating the reactor from continuing to the reaction part and the structure has one or more passages 31 to allow the reaction material in the feeding part to flow to the reaction part.
