PPROBLEM TO BE SOLVED: To provide an OS updating system capable of rewriting OS without exchanging an IC card itself and to enable a user to easily obtain an operating system of up-to-date version at all times. PSOLUTION: This system comprises an operating system managing organization for issuing/managing the operating system loaded on the IC card, an IC card read/write terminal capable of reading and writing the information loaded on the IC card, and a network for connecting the operating system managing organization and the IC card read/write terminal, and the IC card read/write terminal downloads the operating system issued by the operating system management organization, and rewrites the old operating system of the IC card to the up-to-date version.
