PPROBLEM TO BE SOLVED: To ensure security about a common key for encryption and decryption at the time of distributing contents. PSOLUTION: An information server 1 which transmits to a registered terminal device 2 a common key CK used to encrypt the contents in distributing the contents to the terminal device 2 is provided with an encrypting part 13 for encrypting the common key CK, a terminal inherent key generating part 12 for generating a terminal inherent key TK to be used in encrypting the common key CK in each terminal device 2, and a receiving means for acquiring inherent information of components of the terminal device 2, which is information used in generating the terminal inherent key TK in each receiver 2.
