PPROBLEM TO BE SOLVED: To reduce a cost burden of an owner of a vehicle intruding to a specific area and to make a reduction of air pollution and an advancement of a work compatible. PSOLUTION: In the method for reducing air pollution at a specific area, an exhaust emission control device 200 is used, which is provided with a device body 210 in which an exhaust passage 211 is provided at the inside; and a filter provided on this exhaust passage 211 and capturing a floated particulate matter contained in an exhaust gas of an internal combustion engine and is detachably provided on a vehicle 100. The exhaust cleaning device 200 is mounted to the vehicle 100 intruding to the specific area and an exhaust passage 110 of the internal combustion engine of the vehicle 100 is connected to an inlet 211a of the exhaust passage 211 of the exhaust cleaning device 200 by a connection pipe 300.
