PROBLEM TO BE SOLVED: To solve a problem that in a conventional video signal format conversion method, the signal quality is deteriorated after decoding because the high frequency component is lost when a progressive signal is converted into an interlaced signal. SOLUTION: The video signal format converter of this invention is provided with an up-converter 110, a signal component cut means 120, and an interlace conversion means 131 or the like that extract part or all of difference signal components included in a 1st difference band of a 1st video signal format not included in a 2nd video signal format for a vertical direction frequency band as a vertical difference signal component and with a frequency modulator 134 or the like that imbeds the vertical difference signal component into the 2nd difference band of the 2nd video signal format and not included in the 1st video signal format for the horizontal direction frequency band and imbeds a component included in the area shared by the 2nd video signal format in the 1st video signal format for the horizontal direction and vertical direction spatial frequencies into the common area.
