PROBLEM TO BE SOLVED: To enable to easily provide action plan in which schedule on budget can be decided instantly as if it were a game. SOLUTION: This is an action plan providing system which prepares an information database 3, a center 1 which has a means that abstracts necessary data from the information database 3 and a means that modifies the extracted information, and a mobile communication terminal 4 which can connect to the center 1 via a communication network 5; and the center 1 develops time- series action plan as well as extracts necessary data from the information database 3 according to the prescribed condition including at least time, place, and budget which are received from the mobile communication terminal 4, and transmits it to the mobile communication terminal 4.
