PROBLEM TO BE SOLVED: To improve dispersibility and water absorbency of polysaccharides (highly water absorbent substances) in the epidermis of Artemisia arenaria, etc., in a solvent such as water because essential high water absorption of polysaccharides existing in the surface layer of seeds of the Artemisia arenaria, etc., is lost and the polysaccharides are not sufficiently dispersed and changed into a white clouded state when the epidermal part separated from the seeds of the Artemisia arenaria, etc., growing in China or Mongolia is swollen by adding water thereto. ;SOLUTION: This method for modifying the epidermal part of the seeds of the Artemisia arenaria, etc., comprises mixing the epidermal part or its refined substance with a water-soluble substance before drying the epidermal part or its refined substance separated from the seeds of a perennial semishrubby plant of the genus Artemisia of the family Compositae (Artemisia arenaria) and then drying the resultant mixture.
