A primary agent for a two-agent hair dyeing/bleaching composition which comprises a primary agent containing an alkali agent and a secondary agent containing an oxidizing agent, wherein the primary agent contains: ;(a) at least one alkali agent selected from the group consisting of ammonia water and monoethanolamine, ;(b) at least one water-soluble ammonium salt selected from the group consisting of ammonium carbonate and ammonium hydrogencarbonate, and ;(c) at least one first pH adjustor selected from the group consisting of polycarboxylic acids and their salts.
