PURPOSE: A true and false deciding apparatus and method for a document are provided to improve the reliability and stability of the true and false deciding apparatus. CONSTITUTION: The first light source(15) for transmission and the second light source(16) for reflection, are used as the light source of a discriminator(11) for deciding genuineness of document. At this time, the first light source is installed at the lower portion of a switching cover(14) and the second light source is installed at the inner portion of an apparatus body part(12). The image of a certificate(17) is partially picked up by using the first and second light source. The first light source includes a visible ray emitting device(15a) and an infrared ray emitting device(15b).
