PURPOSE: A low-temperature chamber and a method measuring dynamic and static characteristics of an earthquake-proof shoe of a building to precisely measure the dynamic and static characteristics of an earthquake-proof shoe at a low temperature by using the low-temperature chamber. CONSTITUTION: A low-temperature chamber includes a body(20), a thermal transferring medium, and a fluid injection device. The body(20) surrounds an earthquake-proof shoe in such a manner that a piston rod is protruded to an exterior. The thermal transferring medium is filled in the body(20). A fluid injection device is positioned in the body(20) in order to feed heating fluid or cooling fluid to the thermal transferring medium. When measuring the dynamic and static characteristics of an earthquake-proof shoe, a temperature of the thermal transferring medium is maintained below zero. The body has an inner body for receiving the thermal transferring medium, an insulator(25) for surrounding the inner body(20), an outer body connected to the inner body, and a vacuum port(50).
