PURPOSE: An apparatus for treating sewage and wastewater by using anaerobic/anoxic reactor, anoxic/aerobic reactor and membrane is provided to simplify the biological nutrient removing process and intermittently discharge the membrane at a time point when concentrations of organic matter and nutrient becomes the minimum in the anoxic/aerobic reactor. CONSTITUTION: The apparatus comprises first reactor(10) for periodically maintaining the anoxic and anaerobic state; second reactor(20) for periodically maintaining the anoxic and aerobic state; a pump for periodically flowing sewage and wastewater in the first reactor and the second reactor; a pump for periodically returning MLSS (mixed liquor suspended solid) to the first reactor from the second reactor; a device for periodically flowing air in the second reactor so that the second reactor is maintained in the aerobic and anoxic state; a membrane(30) having a pore size of 0.1 to 5 micrometer to separate an effluent treated in the second reactor from the MLSS; a discharge pump for periodically operating the membrane to separate the effluent treated in the second reactor from the MLSS; and a controller(40) for recording temperature, dissolved oxygen, oxidation reduction potential and pH values measured by sensors(50) and controlling the reactors through the measurement data, wherein the apparatus further comprises a sewage and wastewater inflow pipe(110), a sludge (MLSS) return pipe(120), an effluent discharge pipe(130) and a sludge discharge pipe(140).
