The system has a speed control system that controls an engine and dynamo speed. The system has one block represented by a mechanical transfer function to receive an engine and a dynamo torque. Another block represented by an electrical transfer function receives a command dynamo torque. The speed controller is received by a transfer function configured to a mechanical and electrical transfer function. An Independent claim is also included for a method to measure the characteristics of an engine using a speed controller system.
