Water-based marker ink for application over a base coat produced with a water-based ink comprises a positively charged or neutral fluorescent pigment and a positively charged precipitant for generating an ionic precipitation reaction in the base coat. An independent claim is also included for an applicator comprising a porous capillary body and the marker ink.
