The image encoding uses a base mesh and wavelet coefficients for local modifications of the mesh. Wavelet coefficients are partitioned into disjoint subsets each coded independently. Data permitting location of the wavelet coefficient relative to part of the image is inserted into the data used to reconstruct the image, to allow selective reconstruction of part of the image.
