PROBLEM TO BE SOLVED: To prevent freezing of a water flow pipe such as a hot/cold water supply pipe by a current carrying type heater with simple low-cost construction, and to easily replace the heater.;SOLUTION: The water flow pipe is surrounded by a heat insulating body 2 with an inner diameter larger than the outer diameter of the water flow pipe by longitudinally attaching a heat insulating material 20 with a width larger than the length of the outer periphery of the water flow pipe 1, and clamping members 3 are fitted to the heat insulating body 2 at requested spaces to form the heat insulating body in tumbler shape while firmly holding the water flow pipe 1.
