PPROBLEM TO BE SOLVED: To make it possible to carry out a prescribed operation by interaction with a user and by utilizing the collaboration between a plurality of speech interactive systems. PSOLUTION: When a speech interactive system (for example, 40-1) performing processing at present fails to understand the language of the utterance of the user, the speech interactive system 40-1 communicates the failure in language understanding to another speech interactive system (for example, 40-2) which has just processed the proximate utterance of the user. Upon receiving the failure in the language understanding from the system 40-1, the system 40-2 analyzes reversely the language understanding rule in accordance with the already formed understanding state and transfers the utterance contents that can be taken to the system 40-1 which is the source of the failure in the language understanding. Upon receiving the utterance contents which are the results of the reverse analysis from the system 40-2, the system 40-1 forms the present understanding state of the system on the basis of the utterance contents.
