PROBLEM TO BE SOLVED: To provide a cleaning device and a cleaning system enabling unattended operation by remote control for cleaning outer walls and window panes of high buildings rather than manual operation by workers.;SOLUTION: Each rotary shaft 2 is provided with a cleaning member 3 fixed to the tip and has a driving blade 4, and the shaft 2 is rotatably pivoted in an air tank 1. An air feeding pipe 5 is fitted to one side wall of the air tank 1 and an air exhaust pipe 6 having sealed ends is fitted to the other side wall. The air exhaust pipe 6 is arranged along a rear wall of the air tank 1. Exhaust holes 7 are provided on a side wall part of the air exhaust pipe 6 positioned opposite to the rear wall. A water supply pipe 8 having sealed ends is arranged along a front wall of the air tank 1 and spurting holes 9 are provided on a side wall part of the water supply pipe 8 positioned opposite to the front wall.
