PROBLEM TO BE SOLVED: To improve the accuracy of congestion detection by detecting a state that disturbances or the like occur in a common line signal network itself.;SOLUTION: The common line signal traffic congestion controller is so composed that a plurality of network equipment for executing communications via the common line are connected and it executes the control during traffic congestion. The network equipment or each grouped network equipment is provided with a response time measuring means, which measures the response time of the common line signal, and a congestion detecting means which detects the traffic congestion of the network equipment or the grouped network equipment on the basis of the comparison result between the measured response time and a previously specified response time threshold.;COPYRIGHT: (C)2004,JPO&NCIPI
