PROBLEM TO BE SOLVED: To apply prescribed processing to all dynamic picture data, to select dynamic image data processed by a simple calculation and to process the selected dynamic image data. SOLUTION: A dynamic picture input processor is provided with a dynamic image input section 105 that receives dynamic image data recorded on a video tape in a prescribed unit, a location information input section 101 that receives location information to locate dynamic image data in a prescribed unit and recorded on the video tape, an image storage processing section 106 that records the dynamic image data in a hard disk, a discontinuous point storage section 102 that detects a unit of the dynamic image data not recorded by the image storage processing section 106 and stores location information, corresponding to the unit of the finally recorded dynamic image data as a discontinuous point, a re-input section 103 that rewinds the video tape and controls the dynamic image data not recorded and the location information so as to be given again to the dynamic image input section 105, and a processing restart section 104 that controls the dynamic image data not recorded by the image storage processing section 106 and received again so as to allow the image storage processing section 106 to record the data.
