PPROBLEM TO BE SOLVED: To progressively display JPEG2000 code data at high speed. PSOLUTION: A reconstitution part 106 of a server extracts only a range of a tile requested from a receiving side from the JPEG2000 code data in which only code data corresponding to a resolution requested from the receiving side are recorded on a medium to reconstitute and transmit the JPEG2000 code data by a transmission part 105. A display part 101 of a client improves a resolution level in order from a resolution level of an image displayed at present and requests image data for each resolution level in such a case. A receiving part 102 receives and decodes code data of a sub-band corresponding to the resolution level from the server in response to the request, the decoded code data of the sub-band are saved in a coefficient saving part 104 and while using the decoded code data of the sub-band and code data of a sub-band decoded at a previous resolution level, inverse wavelet transformation is performed to restore the image data.
