PROBLEM TO BE SOLVED: To provide a read device management system, a read device and a read device managing method which improve the safety of an operation during a test and normal time in a reading device which is contained by a processing device that processes a prepaid card. SOLUTION: A read device refers to a communication flag of a storing part, in response to a card use request and discriminates whether or not to communicate with an upper device (S1). When it is has not yet communicated with the upper device, the read device discriminates whether or not the class data of a card that is a use object shows a card for test (S2). When the class data of the card shows the card for test, the read device discriminates whether or not prescribed data stored in the card match with check data of the storing part (S3). When they matching, the card is regarded as a card for test and its use is allowed. Also, when it is discriminated that it communicates with an upper device, the read device discriminates whether or not the class data of the card shows a prepaid card. When the class data shows the prepaid card, the read device allows the use of the card.
