A louver 1 made of steel is fixed on the underside side of the lower-side flange 2 of the beam (c) by bolts 4 through a spacer 3. The height of the spacer 3 is adjusted in response to effective thickness for reducting noises from a road in the sound-absorbing materials 8. Consequently, the top face of the sound-absorbing materials 8 is kept at the same level or less as the top face of the upper-side flange 10 of the beam (c), and a corrugated plate 9 made of steel can be installed directly onto the top face of the flange 10.
