PROBLEM TO BE SOLVED: To make it possible to cut a rod-like article and to polish its cut surface in the step while holding the article such as a concrete specimen under test by simple holding means. ;SOLUTION: Holding means for engaging a rod-like article S with a holding cutout part 22 formed in the radial direction of a disc 21 and bringing a tension belt 31 into close contact to rotatable hold the article S is provided. A pair of cutters 50 for cutting the held article S by a peripheral blade 52 by rotating are disposed at a suitable interval.
