The system has card issuer systems pre-activated from distribution and transmission points by introducing an entity visible code on virtual cards, where the virtual cards are activated by an end user via an access device. The access device is attached to a data network. The cards are utilized by the user to purchase goods through a data network. A payment device is utilized to allow an issuer to identify part code card and password, where authorized payment is indicated in the payment device. The payment device checks data on the card to check balance and status in conditional access systems.
