PURPOSE: A method for manufacturing high manganese steel strip having high strength and high toughness is provided which substantially improves yield strength by manufacturing high manganese steel strip using twin roll strip caster, thereby micronizing internal structure of metal by rapid solidification. CONSTITUTION: In a method for manufacturing a high manganese steel strip by supplying molten steel of high manganese steel between twin rolls of a twin roll strip caster comprising twin rolls oppositely directed to each other with a roll gap being formed therebetween, an edge dam installed at both end parts of the twin rolls, and a meniscus shield for sealing infiltration of molten steel by blocking the surface level of molten steel, the method for manufacturing high manganese steel strip having high strength and high toughness using the twin roll strip caster is characterized in that the molten steel comprises 1.5 wt.% or less of C, 15 to 35 wt.% of Mn, 0.1 to 6.0 wt.% of Al and a balance of Fe and other inevitable impurities, a solidification rate during casting is controlled to 100 deg.C/sec or more, oxygen concentration in an atmospheric gas on the surface level of molten steel inside the meniscus shield is controlled to 0.1% or less, and a roll force at roll nip is controlled to 0.5 to 2.0 tons.
