PURPOSE: A cell arrangement structure in a mobile communication network and a handoff method using the same are provided to prevent the deterioration of call quality, frequent handoffs, and an excessive power consumption by arranging supplemental cells or sectors so that the center of each of the cells or sectors belonging to an FA(Frequency Assignment) can be located at the edge of each of the cells or sectors belonging to another FA and a handoff can be achieved between cells or sectors having their respective FAs as a mobile station moves. CONSTITUTION: The center of each of the cells belonging to the first FA is located at the center of an area where three supplemental cells belonging to the second FA are superposed. At the same time, the center of each of the cells belonging to the first FA is located at the center of an area where three supplemental cells belonging to the third FA are superposed. As a result, at the edges of all the cells belonging to an FA, the centers of the cells belonging to another FA are always located.
