PURPOSE: A system and a method for managing manpower resources based on the EA(Enterprise Architecture) are provided to plan an education system reflecting only the added technology by producing the necessary education as arranging technical factors with consideration of a priority according to a vision of an enterprise, and managing information for a new technology in a component unit. CONSTITUTION: An EA manager(110) receives the EA of the enterprise and the industrial standard EA. A technology manager(130) receives an evaluation item to evaluate a technical level of the component forming the EA. A duty manager(130) defines the technical level for a charged person performing a business related to the component forming the EA. A capability manager(140) evaluates that a specified manpower resource has a capability to perform the business. An education manager(150) manages completion of the technology needing the education and the completion of the education according to the capability evaluation.
