PURPOSE: A method for mapping IDs between layers by using triple queues in a CDMA-2000 control station No.7 layer is provided to assign three states such as running, ready, and pending states to IDs, if the IDs are differently managed, and to put queues on each state, thereby preventing a call setup from being rejected owing to incorrect IDs. CONSTITUTION: When an IOS(Interoperability Specification) attempts calling(ST11), an SCCP(Signalling Connection Control Part) deletes one ID from a ready queue(ST12). The SCCP inserts the deleted ID into a running queue(ST13), and sets an SCCP connection(ST14). The SCCP decides whether the IOS cancels a set call(ST15). If so, the SCCP cancels the SCCP connection(ST16), and retrieves the corresponding ID from the running queue(ST17). The SCCP inserts the retrieved ID into a pending queue(ST18), and confirms whether a queue handler receives an ID canceling message(ST19). If the SCCP transmits the ID canceling message, the SCCP retrieves the corresponding ID from the pending queue(ST20). The SCCP inserts the retrieved ID into an end of a ready queue(ST21).
