PURPOSE: An information recording medium, an information recording/reproducing method and an information recording/reproducing device are provided to optimize a wobble modulation method and a wobble shape, while land/groove recording and wobble modulation addresses are compatible, thereby recording information at high density and realizing a stable tracking process. CONSTITUTION: A guide groove for recording/reproducing information in an information recording area is included on an information recording medium. Information is formed as a recording mark on both sides such as a concave portion and a convex portion of the guide groove. Management information including address information is recorded by a wobble of the guide groove, while an offset of a reproduction signal of the recording mark created by the wobble of the guide groove is less than 5.5% of an amplitude of the reproduction signal.
