PURPOSE: A method for controlling a traffic flow in a mobile communication system is provided to modify a GRE(Generic Routing Encapsulation) header used for traffic transceiving between a BS(Base Station) and a PCF(Packet Control Function) and between the PCF and a PDSN, thereby effectively controlling a traffic flow among network elements. CONSTITUTION: A receiving-side system decides whether to control a traffic flow(S101). If so, the receiving-side system sets a flag bit of a GRE header to 1(S104), adds window size information and received sequence number information to the GRE header, and transmits the GRE header to a transmitting-side system(S105). The transmitting-side system receives the GRE header(S106), and decides whether the flag bit of the received GRE header is set to 1(S107). If so, the transmitting-side system decides whether a transmitted number is more than a window size value(S108). If not, the transmitting-side system transmits packets only as many as the difference obtained by subtracting the transmitted number from the window size to the receiving-side system(S110).
