A cost/target function corresponding to the energy in a physical system of spin glasses represents a number of unemployed. A regional restriction used is applied to given job center structures. Gray zones are introduced between the districts allocated to the job centers. Unemployed from this gray zone can be placed in jobs by neighboring job centers.
