The problem is modelled and solutions obtained constructively via a process of hierarchical research with hierarchical research strategies established for each criteria. The strategies are alternated for better quality solutions and are chosen dynamically as a function of the last solution. The alternate strategies are continued until a stop condition is satisfied and the last solution is then considered final
