PROBLEM TO BE SOLVED: To provide a construction quality evaluation device which accurately evaluates the quality of work by a specialized construction firm in each construction process when houses or the like are built and provides housing quality of more than a certain degree for the total completed houses, and also to provide a construction quality evaluation method and a program therefor.;SOLUTION: The construction quality evaluation device stores the average values of past loss rates of construction firms for each construction firm, generates wastes forecast information on wastes relating to materials, which are used in a construction site 101 when the construction firms conduct construction, based on design information relating to the construction sites 101 and the stored average values of the loss rates, inputs the amount of discharged wastes relating to the materials discharged at the construction site 101 when the construction firms conduct the construction, compares the amount of the forecasted wastes to be discharged with the inputted amount of the discharged wastes, and generates evaluation information relating to the quality of the work which the construction firms do.
