In the case of selecting operation mode of the PS panel manufacturing line 10, when the aluminum web 19 carrying speed to be accelerated or decelerated reaches the speed for stabilizing carrying of the web, a system controller 53 drives each of the dancer devices 28, 35 and 40 to switch tensile force to be given to the aluminum web 19.
