PPROBLEM TO BE SOLVED: To provide an infrared (IR) reflecting material which has high IR reflectivity at specific wavelengths and a stacked IR reflecting material which exhibits high reflectivity without depending on the incidence direction of IR rays in a wide IR wavelength region, and to provide a heat insulating material using these IR reflecting materials. PSOLUTION: The IR reflecting material has a structural part (a network structure such as, for example, a woodpile structure) having a regular two-dimensional skeleton or three-dimensional skeleton, and a material constituting the structural part has a dielectric constant different from the dielectric constant of the materials constituting the other parts exclusive of the structural part. The ratio of the dielectric constant of the materials (alumina, etc.) constituting the structural part and the dielectric constant of the materials (air etc.) constituting the other parts exclusive of the structural part is preferably 2. If the IR reflecting materials are stacked and used as a single stacked IR reflecting material, the stacked IR reflecting material exhibits high reflectivity in the wide IR reflection wavelength region without depending on the incident direction of IR rays.
