PROBLEM TO BE SOLVED: To establish an education and training institution for making the best use of a "local history" in a local modern life so that a planning, research and information system for job creation and an entrepreneurial process is established and job creation and entrepreneurial process planning can be effected.;SOLUTION: Correspondence courses for local historian, local job creation and entrepreneurial process professional training are invented to be opened, and training is effected by correspondence. Those skilled after the completion of the courses are registered with "the Japan local historian association" as "academic members", and a planning, research and information center is established. A job creation and entrepreneurial process planning project is organized, and a planning organization is formed. A rental system, a success-based interest rate allocation system, a joint implementation and investment sharing method, etc. for utilizing "planned items" worked out by the planning project are systematized to facilitate promotional activities. The training, information, planning, plan utilization business, and other activity systems are systematized and organized to solve problems.
