PROBLEM TO BE SOLVED: To provide an accounting system for effectively using a carry-over amount in a service using a plan for charging a fixed amount for a service with a fixed quantity or less and charging by measured rate for an excess above the fixed quantity.;SOLUTION: A communication point management device 8 is provided with a point processing means, by which a transmitted point notified from a user terminal 1 used by a charged user while designating the user as a transmission source is subtracted from remaining points, while the transmitted point notified while designating the user as a transmission destination is added to the remaining points.
