PURPOSE: To obtain a surface-treating agent, printing agent or cloth-printing agent containing the copolymer of two kinds of monomers having specific structures and used for treating various kinds of substrates to impart good water absorption, printing characteristics, cloth-printing characteristics, etc., thereto. CONSTITUTION: The surface-treating agent contains a copolymer comprising (A) a monomer of formula I (R1 is H, methyl; R2 is H, a lower alkyl) [preferably 2-hydroxyethyl (meth)acrylate] and (B) a radically polymerizable monomer having at least two oxyalkylene groups in the molecule, preferably a monomer of formula II (R3 is H, methyl; R4 is hydroxy, an alkoxy, phenoxy, etc.; n is an integer of =2), or preferably a monomer of formula III (R5 is a 1-6C alkylene; A is a structural unit between the NCO groups of a diisocyanate compound; m is an integer of =2). The components A and B preferably contained in a total amount of =50wt.% inn the copolymer composition.
