PROBLEM TO BE SOLVED: To contrive space saving of storage of hydro data and remarkable improvement of utilization efficiency thereof on the basis of hydro data self recording paper recording trend graph of the hydro data in regard to rainfall amounts and river water levels.;SOLUTION: The trend graph of the hydro data self recording paper has a first graph line g1 in which a first range (0-20m) is recorded as the maximum recorded width, and a second graph line g2 in which a second range (0-1m) smaller than the first range is recorded as the maximum recorded width and data exceeding the second range are recorded by turning down only a part exceeding the second range into a range of the maximum recorded width. A plurality of candidates of numerical data of high-resolution digital data are found by the second graph line g2 on the basis of image data reading them, and the nearest value to numerical value data Y_g1 of low resolution digitized by the first graph line g1 from the candidates is made digital hydro data.
