The invention provides a polyvinyl chloride-base thermoplastic elastomer composition which is improved in the shape retention at high temperature and reduced in compression set without lowering the moldability inherent in vinyl chloride resin compositions, that is, a polyvinyl chloride-base thermoplastic elastomer composition produced by blending a composition (D) obtained by kneading and pelletizing a mixture consisting of (A) 100 parts of a vinyl chloride resin having a high mean degree of polymerization, (B) 20 to 200 parts of a plasticizer, and (C) 50 to 200 parts of a powdered partially crosslinked acrylonitrile/butadiene copolymer with a powdery mixture (E) obtained by mixing a vinyl chloride resin having a low mean degree of polymerization with a plasticizer, and then kneading the obtained blend.
