The device has a rectangular steel platen (1) on which two ends of shoulder brackets and two rows of six small flat bars (5) are welded. The bars have five openings (18) in which circular springs are fixed by rivets. The springs have an opening to receive and tighten rods (17) covered by a cover. Pins ensure locking of the rods in one bracket and a hole permits the fixation with another bracket through a hole (13) in a padlock.
