PROBLEM TO BE SOLVED: To provide a method capable of carrying out a photographing work easily and estimating the quality of water in a water region, without being affected by the conditions during the period of photographing.;SOLUTION: A scenery in a broken water region B is photographed by a video camera 1 and input into a personal computer 2. A CPU 22 in the computer creates the data of the maximum intensity image, wherein the maximum intensity during the photographing period, is used as a pixel value; extracts a broken water image region Z1, by extracting a pixel having a value not less than a first intensity discrimination value from the maximum intensity image; creates data of the minimum intensity image, wherein the minimum intensity during the photographing period is used as a pixel value; extracts a non-broken water image region Z2 by extracting a pixel having a value less than a second intensity discrimination value from the broken water image region Z1 in the minimum intensity image; calculates the temporal average values of pixel intensity about all pixels in the non-broken water image region Z2, and then carries out a spatial averaging process for the whole non-broken water image region Z2, and performs the image processings on optical three-primary color components of respective pixels, and outputs LG/LB and LR/LB values as chlorophyll quantity index and turbidity index values, respectively.;COPYRIGHT: (C)2007,JPO&INPIT
