PPROBLEM TO BE SOLVED: To provide a simple and compact emergency management competence measuring device. PSOLUTION: In the emergency management competence measuring device, a stimulation presenting part 2 automatically moves a plurality of stimulation figures 13-20 from above to below or from below to above on a first screen, the right half of a display screen 9 of an image stimulation presenting device, and from below to above or from above to below on a second screen, the left half of the display screen. Left and right symmetrical indicators 21 and 22 are presented on the first and second screens 11 and 12 respectively at a regular interval, which can be moved at the regular interval by moving a mouse 5 by the hand of a subject on a flat plane. A button 6 and a pedal 7 can be operated by fingers or a foot of the subject respectively to make a reaction part 3 perform predetermined motions corresponding to the indicators 21 and 22 and the plurality of stimulation figures 13-20. A sound/vibration presenting device 8 gives the alarm against the error in the reaction and the delay of the reaction inputted from a reaction device, and the competence is continuously measured.
