PPROBLEM TO BE SOLVED: To provide a three-dimensional GIS navigation method or the like reducing data quantity, while securing visibility of an image necessary for navigation, in consideration of information balance optimum for a user to recognize a traveling direction, a land mark or the like. PSOLUTION: This method for delivering successively static images showing three-dimensional scenery of an individual spot on a route to a destination in response to a navigation request from a client has processes of: selecting static images at fixed distance intervals on a road and static images at fixed angle intervals at a crossing; thinning out the static images within a range wherein utilization is not impeded; and changing a static image quality corresponding to importance exerting an influence on visibility.
