PPROBLEM TO BE SOLVED: To provide a new method for manufacturing a PtRu catalyst for a fuel cell having high activity to oxidize methanol. PSOLUTION: The method for manufacturing the PtRu alloy catalyst for a fuel cell is characterized by comprising (1) a step to disperse a carbon powder in an organic solvent composed of at least one kind of alcohol, (2) a step to dissolve a chloride of Pt and a salt or a complex of Ru in the obtained organic solvent of alcohol in which the carbon powder is dispersed, (3) a step to adjust the pH value of the alcohol solution obtained in the above step (2) to the range of 9 to 10 and (4) a step to heat and reflux alcohol under an inert atmosphere.
