PROBLEM TO BE SOLVED: To execute a priority service for each session, to execute control by using the priority of a TOS field between terminals, and to reduce the functional load of a communication network.;SOLUTION: A packet transmitting terminal 11 sets the priority of packet transfer processing to a predetermined standard value at the time of starting communication, and when communication quality is deteriorated until the lapse of a predetermined time, the priority is decreased, and when any deterioration is not detected, the priority is increased, and the priority is returned to a predetermined standard value after the lapse of the predetermined time since the priority is decreased. An edge node 21 monitors the value of the TOS field of a received packet, and when the priority is turned to be the highest value, the edge node 21 notices the result to a signal control server, and maintains the priority which is the highest value. At the time of receiving the result that the priority is turned to the highest value from the edge node 21, the signal control server 41 starts charging on the packet transmitting terminal.;COPYRIGHT: (C)2004,JPO
